In this presentation, Dr. Aya Homei will examine the case of Sino-Japanese cooperation in family planning in the 1980s to discuss some of the themes relevant for the historical studies of science diplomacy. In particular, she will seek to engage with the historiography that has hitherto focused overly on the Cold War politics. By showing that negotiations for the bilateral cooperation in family planning and population in the 1980s were a product of the specific ways in which healthcare, advocacy, and diplomacy were arranged that involved Japan, PRC, and organizations of international governance from the 1950s onward, in murky areas that were both and neither formal/informal and that was influenced by the Cold War politics but not entirely, she will complicate categories that were often mobilized in the historical accounts to characterize institutions that buttressed interactions between science (as broadly conceived) and diplomacy.

个人简介:
Aya Homei is Senior Lecturer (Associate Professor) in Japanese Studies at the University of Manchester and currently also Japanese Society for the Promotion of Science Invitational Fellow at Ritsumeikan University, Kyoto, Japan. She is a historian of healthcare and medicine in modern Japan with a specific focus on the issues of reproduction, population, and sovereignty. Aya is the author ofScience for Governing Japan’s Population(Cambridge University Press, 2023), and has guest-edited special issues, ‘Population Control in Cold War Asia’ forEast Asian Science, Technology and Society: An International Journal(with Yu-ling Huang, 2016) and ‘Critical Approaches to Reproduction and Population in Post-War Japan’ forJapan Forum(with Yoko Matsubara, 2021). Currently, she is working on a book manuscript, tentatively titled,Negotiating for Asia’s Population: Japan in the Transnational Network of Family Planning, Development Aids and Global Health.
Aya Homei(保明绫)现任曼彻斯特大学日本研究领域的高级讲师(副教授),京都立命馆大学日本学术振兴会特邀研究员。她是现代日本医疗保健和医学史学家,专注于生殖、人口和主权问题。Aya著有《科学治理日本人口》(剑桥大学出版社,2023年出版),曾为《东亚科学技术与社会国际学刊》主编“冷战时期亚洲的人口控制” 专刊(与黃于玲合作,2016年);为《日本论坛》主编“战后日本生育和人口管理批判性路径” 专刊(与Yoko Matsubara合作,2021年)。目前,她正在撰写一部书稿,书名暂定为《为亚洲人口谈判:计划生育、发展援助和全球健康跨国网络中的日本》。
